Return him. You shouldn't have gotten a dog for yourself right before leaving for college. It's not fair to expect your mom to care for him, and it certainly doesn't sound like she's equipped to do so. It would be a different story if the dog was for her as well, but it clearly wasn't. If you return him now to the breeder, she will be able to find a more appropriate home for him.
