I need to take my ex back to court?

So my ex pays me child support by hand. He is suppose to go through bill pay through his bank but he never does that. Now when he ddoes hand me a check, he tells that when I cash it it will bounce. We just went to a mediator last week to solve this problem and he said he will go through bill pay. He hasnt and is up to his old tricks. Can I tell the courts that I want it through the courts and not have my ex pay me by hand or through bill pay, basically garnish his wages. He also claims that he can't go through the courts becuase he is a self employed truck driver but he gets a pay check.
