Does anyone know how to increase your browser and torrent programs kb/s to the max speed of your internet?

I downloaded a program for increasing your browser speed but it was just a hoax. I used to have better speeds in bitcomet. Since i've upgraded to vista bitcomet says this version of TCPIP.SYS is not supported to be modified. Because of this my downloads are much slower. I've tried to change it but have failed in my efforts. I've also tried changing the listen port and the encryption but it doesn't seem to make a difference.
